Låt oss se på mitt eget lands historia: det var handeln och tillträdet till världsmarknaden som har hjälpt till att utveckla Sverige till ett industrialiserat och rikt land.

The donors through the World Bank have been pushing for decentralization.
I have visited many districts in Zambia, Tanzania och Mozambique. My conclusion is that channelling funds to the districts has not solved the problem of courruption. Moreover the capacity at the district level is weak.
In Mozambique the 20% richest have increased their share in the National Income while the 20% poorer have lost their share in the income.
A similar trend can also be found in Tazania and Uganda.
It seems to me cynical to talk about Poverty Eradication Strategies.
Various transfer systems are now seriously being discussed. By transferring a child allowance to poor mothers (using mobile phones) would dramatically improve the situation of the poor.
